Rulers of the neutral Castles of Westeros, The Stewards, are foreigners charged with the hosting of every meeting between the Council of Kings. They are sworn under the Light of every god to stand neutral, demilitarized and demonetized. The Kings are respoinsible for equal, monthly supplies and the conservation of the Castle. In their castle, the Steward speaks louder than any King.
Harozh zo Zihrad of Harrenhal:
A merchant from the Slaver's Bay, Harozh is the second Steward elected to manage Harrenhal. He was chosen with some reluctance by some the Kings, for his devious looks and low foreign birth, but his skill with diplomacy and government are worth his post.

Egon Qexar Sallor of Dragonstone:
The third Steward of Dragonstone, Egon is brother to the Spice King, of the Thirteen of Qarth, Egon is hated by his brother who payed large sums of money to each King in order to get rid of him. He's imprudent and quite of a halfwit, so the Kings charged him with the rule of Dragonstone, which is less important due to it's location.
